Updates to the RFI/RFQ tool

Updates to the RFI/RFQ tool:

1. On the Quotes tab: We have added the ability for a customer to record award info on their RFQ's. This option will also provide a means for SEWP.to send notifications to Contract Holders.
2. On the Create and Modify Tabs: We have changed the Prior Quotes to only show the Contract Holders which are currently selected.
3. When supplying a Secondary Contact on an RFI/RFQ the program will check to see if that contact has a SEWP Secure Log-in, if not the Contacts will be notified. Notification is included in the confirmation page and the e-mail.
